Why You Need a Written Quality Program for Your Construction Company
Construction quality is often discussed as if it were simply a matter of inspecting the work and fixing problems when they are found.
But quality is much more than inspection.
A successful construction quality program establishes clear standards, defined responsibilities, consistent processes, training, documentation, and authority. It creates a system for making sure that materials, fabrication, installation, and testing meet the requirements of the project.
And importantly, quality should not be treated as something that happens only when there is a problem.
It needs to be part of the way a company does business.
Quality Needs a System
Every construction company wants to deliver quality work. The problem is that good intentions aren’t a quality program.
Without a written program, quality expectations can vary from project to project, superintendent to superintendent, or even crew to crew.
One crew may be meticulous about documenting inspections. Another may rely primarily on experience and verbal communication.
One project manager may insist on detailed quality documentation. Another may view it as unnecessary paperwork.
That inconsistency creates risk.
A written quality program establishes a common standard for the organization. It tells employees:
- What quality means to the company
- What standards must be followed
- Who is responsible for quality
- What inspections and testing are required
- How results are documented
- What happens when work doesn’t comply
- Who has the authority to stop work
- How employees are trained on the quality requirements
The goal isn’t to create more paperwork.
The goal is to create consistency.
QC and QA: What’s the Difference?
One of the most common areas of confusion in construction is the difference between Quality Control (QC) and Quality Assurance (QA).
While the terms are sometimes used interchangeably, they serve different functions.
Quality Control
Quality Control is generally the responsibility of the contractor or company performing the work.
QC is an internal process designed to control the quality of the work being performed.
For example, a mechanical contractor might have QC personnel or procedures responsible for verifying that:
- Equipment is installed according to the drawings
- Piping is installed correctly
- Required tests are performed
- Installation meets specifications
- Manufacturer requirements are followed
- Deficiencies are identified and corrected
- Required documentation is completed
The contractor is essentially asking:
“Are we doing the work correctly?”
Quality Assurance
Quality Assurance is generally an owner-side function and may be performed by an independent third party.
QA provides an additional level of oversight and verification.
The question becomes:
“Is the work being performed in accordance with the project requirements?”
That distinction is important because independence can help reduce potential conflicts of interest.
The person responsible for installing the work should not necessarily be the only person determining whether that work meets the requirements.
A strong project quality structure clearly defines the responsibilities of both QC and QA.
Your Quality Program Needs Independence
Quality becomes much more difficult when the person responsible for getting the work installed is also solely responsible for determining whether the work meets quality requirements.
That’s where a potential conflict of interest can develop.
Construction teams are under pressure to meet schedules, budgets, and production goals. Those goals are important—but they shouldn’t override quality requirements.
A well-designed quality program establishes a reporting structure that gives quality personnel enough independence to identify problems without being pressured to simply keep production moving.
This doesn’t mean quality personnel should be adversarial toward the construction team.
Quite the opposite.
The best quality programs make quality part of the team’s process rather than positioning quality as the enemy of production.
A Written Plan Doesn’t Work If Nobody Knows About It
Here’s an important point that is easy to overlook:
Writing the quality plan is not the same thing as implementing the quality plan.
A company can spend significant time developing a detailed QC manual, put it into a project folder, distribute it electronically—and still have a poor quality program.
Why?
Because the people performing the work may not understand it.
Employees need to be trained on the company’s quality expectations.
They need to understand:
- What they are responsible for
- What needs to be inspected
- When inspections need to happen
- What documentation is required
- What constitutes acceptable work
- What happens when work doesn’t meet requirements
- Who they should contact when they have a quality concern
If employees don’t know the quality program exists, it can’t effectively control quality.
Don’t Make QC Just Another Collateral Duty
Another risk is treating quality control as something the installation crew does “when they have time.”
The people installing the work have an important role in quality. But relying entirely on installation personnel to perform their own QC can create inconsistency.
Think about it this way.
If every crew has its own interpretation of what constitutes acceptable quality, you don’t really have a company-wide quality standard.
You have several different standards.
A strong program establishes consistent expectations across the organization.
That doesn’t mean every inspection needs to be performed by a dedicated quality professional. It does mean that responsibilities need to be clearly defined and understood.
Quality Personnel Need More Than a Checklist
Good quality personnel need technical knowledge.
They should understand the requirements that apply to the work they’re evaluating, including:
- Applicable codes
- Industry standards
- Project drawings
- Specifications
- Manufacturer instructions
- Company quality procedures
- Testing requirements
- Inspection requirements
Simply checking boxes on a form isn’t enough.
The quality professional needs to understand what the requirement means and why it matters.
This becomes particularly important on complex projects where multiple documents establish requirements for the same system or installation.
Quality Personnel Need Authority
Perhaps one of the most important elements of a quality program is authority.
What happens when someone discovers work that doesn’t comply with the requirements?
Can the quality professional require the work to be corrected?
Can they reject the work?
Can they require additional testing?
Can they stop the work?
If the answer is no, the quality function may not have enough authority to be effective.
Quality personnel need a clearly defined escalation process and sufficient authority to address nonconforming work.
You can’t hold someone responsible for quality while giving them no ability to influence quality.
Quality Personnel Are Not Building Inspectors
It’s also important to understand that construction quality personnel and building inspectors have different roles.
A building inspector may be responsible for verifying compliance with applicable codes and issuing permit-related approvals or sign-offs.
A contractor’s QC team or an owner’s QA team has a different responsibility.
They are evaluating the work against the project’s specific requirements, which can include much more than minimum code compliance.
The drawings, specifications, contract requirements, manufacturer instructions, testing requirements, and project-specific standards may all establish expectations beyond the minimum requirements of the building code.
Inspection and Test Plans Turn Requirements Into Action
One of the most useful tools in a quality program is an Inspection and Test Plan (ITP).
An ITP takes requirements from the project documents and translates them into specific field activities.
For example, an ITP might identify:
- What needs to be inspected
- When the inspection occurs
- Who performs the inspection
- What test method is required
- What documentation is required
- What the acceptance criteria are
- What constitutes a pass or fail
- Whether an inspection is a hold point or witness point
This makes quality requirements much more actionable for the people working in the field.
Instead of simply saying, “Install it according to the specifications,” the ITP helps define what needs to be checked and how compliance will be demonstrated.
Quality Is About More Than Finding Defects
A common misconception is that the purpose of quality control is to find things that are wrong.
Finding problems is certainly part of the process.
But a mature quality program is designed to prevent problems from occurring in the first place.
That means establishing standards before work begins, training employees, reviewing requirements, identifying inspection points, performing testing, documenting results, and addressing deficiencies before they become larger problems.
The earlier a quality issue is identified, the more options the project typically has for addressing it.
A problem caught before installation is generally easier to correct than a problem discovered after the wall is closed.
A testing requirement identified before equipment is energized is much easier to manage than one discovered after commissioning activities have already started.
Quality is therefore closely connected to planning and project management.
A Quality Program Protects More Than the Project
A strong quality program doesn’t just protect the owner.
It also protects the contractor.
Consistent quality processes can help reduce:
- Rework
- Schedule delays
- Cost overruns
- Disputes
- Warranty issues
- Failed inspections
- Documentation gaps
- Inconsistent installations
- Miscommunication between project participants
It also helps establish a culture where quality is everyone’s responsibility—not just the responsibility of the person carrying the inspection checklist.
The Bottom Line
A written quality program is an important foundation for consistent construction quality.
But the document itself isn’t what creates quality.
People do. Processes do. Training does. Accountability does.
A successful program needs:
- Written standards
- Clearly defined QC and QA responsibilities
- Consistent procedures across crews and projects
- Training
- Inspection and testing requirements
- Clear documentation
- Defined acceptance criteria
- A reporting structure that supports independence
- Authority to address nonconforming work
- A commitment to actually use the program
Quality shouldn’t be something that gets added to a project after the work starts.
It should be built into the way the work is planned, performed, inspected, tested, and documented.
